MIX beans and peppers.
COMBINE quinoa and dressing.
FOR each serving: Place 3 Tbsp. tomatoes in 12-oz. parfait glass; cover with layers of 1/4 cup each cream cheese mixture, bean mixture, and quinoa mixture. Top with 3 Tbsp. cream cheese mixture, 1 Tbsp. tomatoes and a tortilla strip.
