MIX flour, salt and pepper in medium bowl. Add shallots; toss to coat. Gently shake off excess flour. Cook in 350ºF deep-fat fryer 1 to 2 min. or until crisp and lightly browned; drain. Season with additional salt and pepper; keep warm.
FOR each serving: Shape 5-oz. turkey into 1/2-inch-thick patty; season with additional salt and pepper. Grill on medium-high heat 2 to 3 min. on each side or until done (165ºF). Top with 1 cheese slice. Grill 30 sec. or until cheese begins to melt.
SPREAD cut surfaces of 1 bun with 2 Tbsp. bistro sauce; fill with burger, 2 bacon slices and 1/2 oz. shallots.
