BLANCH carrots in boiling water 3 min. Rinse under cold water; drain.
COOK pasta in boiling water 7 min.; drain. Rinse briefly; return to pot. Stir in remaining ingredients, except potato chips. Cook on low heat until heated through. Pour into full hotel pan sprayed with cooking spray (or half hotel pan for trial recipe). Top with potato chips.
BAKE in 450ºF convection oven 5 min. or until chips are lightly browned. Serve immediately.
